\n\t\t\t\t\t\t\t\t\tThe European Union\nSecure Connectivity program took shape and\ngained political momentum during both gatherings.\nThis is an ambitious program with an initial\nbudget request of 6 billion euros. According to\nthe Commission\u2019s proposal for the 2023-27 period,\nthe EU would source 2.4 billion euros from various\nbudget items of the current financial framework,\nwith the remaining budget being sourced from\nprivate investors or contributions by member\nstates. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tIf approved, it would become the third major\nspace program of the European Union, alongside\nGalileo and Copernicus. It is evident that it is of\nmajor importance for Spain and its industry to take\nan active role in it, which requires\ntangible actions and programs.\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tThe Aerospace PERTE will have\nbeen published by the time this\nmagazine leaves the press. This\nPERTE, funded with European\nrecovery funds, includes a series\nof space projects that should imply\na significant boost for the sector.\nThe priority, from the industrial\nstandpoint, are major long-term\nprojects that propel the national\ncompanies of the sector and allow\nthem to strengthen and improve their position in\nthe fields of communication, navigation, launch\nvehicles and Earth observation. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tOther countries\nare seizing the opportunity offered by the European\nrecovery funds, leveraging them via the execution\nof programs through a third-party agreement\nwith ESA, and connecting those programs with\nlong-term initiatives. This is clearly a model to be\nfollowed. Programs targeted by the PERTE must\naim to maximize the profitability of long-term\ninvestments and foster a balanced development of\nthe industry as a whole, both for well-established\nand young industries, and encompassing largecaps,\nmid-caps and small-caps. \n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tThis year we also expect to see the creation or\nat least the consolidation of a Spanish Space\nAgency model. The Bill to modify Law 14\/2011 on\nScience, Technology and Innovation, currently\npending approval by the parliament, authorizes\nthe creation of the Spanish Space Agency as a\ngovernment agency under the wing of the Ministries\nof Science and Innovation and the Ministry of\nDefense. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tThe creation of a Spanish space agency\nwill help manage our capabilities and establish\na national policy that serves as a guide for both\nthe public and the private sector. In this way, the\nreturn on investments will be maximized, steering\nnational efforts in the field of space, efficiently\ncoordinating the various national organizations\nlinked to the space sector, fostering opportunities\nfor public and private collaboration, facilitating the\ndual use of space capabilities and strengthening\nthe national space industry sector in a clear and\ncohesive manner. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tMoreover, the Agency will unify\nthe international collaboration and\ncoordination, and represent Spain\nin the international space sector. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tAnd in late 2022 we have the\nupcoming ESA Ministerial Council,\nwhere the Agency\u2019s budget for the\nnext few years will be allocated in\nthe realms of science and space\nexploration, space security, Earth\nobservation, telecommunications,\nnavigation, space transportation\nand technology. The ESA has\nalways been the cornerstone\nof the national space agency, being its main\ndriver of technological development, training\nand consolidation across multiple domains. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tESA programs have been the mainstay of our companies\u2019 development and their significant growth within the value chain, allowing us to create jobs and\nexport to commercial, international markets. It is,\ntherefore, a crucial undertaking where Spain must\nincrease its stake at least up to a level that is in line\nwith our GDP. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tAt the time, with an allocation of 250\nmillion euros per year, Spain furnishes less than\n5.5% of the total contributions by member states far less than we should. Substantially increasing\nthat share in 2022 is a must.
