\n\t\t\t\t\t\t\t\t\tThe Paris Peace Forum is an initiative launched in 2018 to\ncreate a multi-stakeholder platform in Paris to address\nglobal governance issues. Throughout the year, the\nForum works to strengthen the governance of common\ngoods, such as space, cyberspace, or the oceans, and\nto improve the international management of global\nissues, development of AI and disruptive technologies\nor ecological and social transition of the economy.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tIts annual event brings together heads of state and\ngovernment, heads of international organizations, civil\nsociety leaders and private sector executives around\nconcrete initiatives that give a large place to the global\nSouth. Within its Policy Department, I\u2019m heading the\nouter space, digital and economic workstreams which\nespecially include two flagship initiatives: the Paris Call\nfor Trust and Security in Cyberspace on securing the\nfree, open and stable Internet, and the Net Zero Space\ninitiative on space sustainability.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tIn 2023, 60 proposals\nWill be selected that\nmay be presented to the\ninternational community\nduring the sixth edition of\nthe Paris forum on peace in\nNovember in Paris. What can you tell us and add about\nIt? How many could have to\nDo with the space sector?<\/strong>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tHistory has proven that international\ncooperation is key to overcoming\nglobal challenges and ensuring lasting\npeace. Since 2018, the Paris Peace\nForum serves as a platform bringing\ntogether all stakeholders around the\nworld, mobilized to foster innovative\nmulti-actor solutions to the common\nchallenges we fase through its annual\nCall for Solutions which has gathered\nover 460 projects from around the\nWorld so far. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tThe 2023 Call for Solutions\nconsists of 10 themes, including outer\nspace governance through the theme\n\u201cPromoting fair access to outer space\nfor the Global South to accelerate\nSDGs and growth\u201d. We are very\npleased with the quantity and quality\nof the nominations relating to outer\nspace. \n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tNow an independent selection\ncommittee is in the process of reviewing\nthem to choose the 50 projects that will\ncome in person to the November event.\nThe idea is to always have a balance\nin terms of the number of projects for\neach of the 10 sub-themes, always\nrespecting a minimum of three. \n\t\t\t\t\t\t\t\t\tIn the last two editions of the Forum, 7\nprojects working on practical solutions\nto achieve a sustainable use of outer\nspace have participated in person\nin our annual event: 2 academic\ninstitutions and 5 private sector actors. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tOut of these, two came from Japan\n(The University of Tokyo, Astroscale),\ntwo from the US (CisLunar Industries,\nthe University of Colorado Boulder),\none from France (Share My Space),\none from Germany (Orbit Recycling),\nand one from India (Digantara). The\napproaches presented by these\nsolutions have ranged from the point\nof view of promoting regulation and\nnorms of good behavior, to in-orbit\nrecycling and reuse of debris, to\npioneering solutions on Active Debris\nRemoval and Space Situational\nAwareness.\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tWhat activities or\nmeasures are carried out\nthroughout the year to\nmitigate the generation\nof new orbital debris and\nremedy existing ones?<\/strong>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tThe Forum\u2019s DNA is political; hence\nwe approach this issue from the\npolicy side. The main goal of the Net\nZero Space Initiative is to raise better\npolitical awareness on the emergency\non the Space debris emercy and\noffer a platform to draw consensual\nnormative and operational solutions\nto address it. \n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tIn the framework of the\nNet Zero Space Initiative, two working\ngroups have for instance gathered\nactors from across the Space value\nchain and all over the World in 2022 to design Policy proposal to increase\nthe interoperability of National\nregulations as well as to discuss\nfurther harmonization concerning\nthe apprehension of risks of collision\nin orbit.\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tIn 2023, stakeholders are\nfocusing on the notion of carrying\ncapacity on the one hand, and on the\nother hand on the governance of inand\non-orbit activities.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tIs there a great concern\nfor space debris and to\nbe able to achieve the\nsustainability of the\nsector?<\/strong>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tAlthough there are still many\ndifferences in the manner different\nactors approach this issue, there is\nindeed a clear international concern\nabout the increase of space debris and\nthe need to urgently tackle it. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tNow is\nthe time to join forces to harmonize the\nway we approach space sustainability\nfor the whole sector, and to design\nefficient innovative governance\nframeworks to ensure our orbital\nenvironment remains usable for the\nbenefit of all.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tWhat can the industry do\nto raise awareness at the\npolitical level and in the\ngeneral public to better\nprotect the earth\u2019s\norbital environment?<\/strong>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tFirst of all, join the 'Net Zero Space' initiative! Beyond that, it is important for the industry to understand that they are players in a market that is international in nature, and therefore, that international dialogue (or lack thereof) has a direct impact on their business and their ability to offer essential services to the entire world. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tThe net zero space\ninitiative is an informal\ncoalition of actors\ncommitted to\nguaranteeing space\nsustainability. What can\nyou tell us about it and\nhow it is developing?<\/strong>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\t

The rationale to launch the Net Zero\nSpace Initiative was that better political\nawareness and then, mobilization\nwas needed to get to sustainable use\nof outer space. The Space sector is indeed\nconfronted to a bizarre deadlock:\nwhile there is a strong, international\nconsensus on the emergency to tackle\nSpace debris at a technical level, things\nappear to move very slowly.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tThat\u2019s\npartly because we lack proper political\nleadership, which is a key element\nin clarifying common goals and targets\nas well as to increase incentive to behave\nproperly. \n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

While offering\na platform to develop action-oriented\npolicy proposals to move the debate\nfurther, the Initiative is first and foremost\nfocusing on mainstreaming space\nenvironmentalism to policymakers and\nthe public at large.\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

If we were to compare today\u2019s state\nof space governance to a historical\nperiod, it would not so much be\nthe \u201cWild West\u201d, but rather the Holy\nRoman Empire\u201d<\/blockquote>\n<\/figure>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tShould we increase\ninternational cooperation\nby joining the forces of\nthe private sector, as well\nas the authorities and\nregulators?<\/strong>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tIndeed we should. When we hear about\nspace governance, it\u2019s often said that\nouter space is the new \u201cWild West\u201d. I beg\nto differ. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tIndeed we should. When we hear about\nspace governance, it\u2019s often said that\nouter space is the new \u201cWild West\u201d. I beg\nto differ. Should we compare the state\nof today\u2019s space governance with a historic\nperiod, it would be less the Wild West\nthat the Holy Roman Empire: an eclectic\ncollection of normative framework of different\nvalues, supposingly coordinated\nby an overhanging authority (the 1967\ntreaty).\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\t The priority for today\u2019s space\ngovernance is indeed increasing the\ninteroperability of national frameworks\nand well as better coordinating existing\nlegal sources with industry good practices\nand other non-binding guidelines.\nThis can only be done in a multistakeholder\nformat, in which all sort of actors,\nwhether from Government, the Industry,\nbut also civil society and academia, contribute\nfrom their own perspective.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tWhat can we do to help\nin that call so that they\njoin us to contribute to\nthe \u201cNet Zero Goal of the\nSpace\u201d?<\/strong>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tAll actors have a role to play in raising\nbetter awareness about the importance\nof protecting Earth\u2019s orbital environment.\nAnd not only actors directly involved in\nthe construction, launch, or operation of\nspace systems: users should also position\nthemselves in this important debate. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tEither tech companies, universities, but\nalso financial institutions, GPS enabled\nproducts and more: we are all daily\nspace users, even though we might not\nalways be self-aware.\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tSTARLINK, Together with\nother constellations,\nrepresent a great\nchallenge to achieve\nthese objectives. Is there\nany proposal or initiative\nthat can help in this\ncomplex situation?<\/strong>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tLarge constellations are indeed a game\nchanger. While there is also an asset in\nthe deliverance of critical services, both\nfor populations and government, they\nrepresent a change of scale in terms\nof active objects in orbits. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tInnovation is an important part of the\npath towards space sustainability.\nAutomated collision avoidance systems,\nrelying on advanced AI technologies,\nare a good example of innovation\nhelping solve this issue. But technological\nadvancement doesn\u2019t suppress the\ngovernance element of the answer: AI\nsystems are probabilistic algorithm that\nrelies on large sets of data. \n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tWhich not\nonly means that you need to have data,\nand in this case SSA data \u2013 it also means\nthat you need to share data between\nactors, train your AI systems on similar\nsets of data, and ensure minimum\nstandards for algorithms to ensure their\ninteroperability. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
