\n\t\t\t\t\t\t\t\t\tAs per the Aerospace\nSecurity Strategy roadmap\nand considering the degree of\ndevelopment of our corporate\nand government structure,\nthe advancement of space\nactivities should focus, in\naddition to strictly the creation\nof a regulatory framework\nthat facilitates the inclusion\nof the private sector through\npublic-private partnership\nprocesses with sights on a\nnational regulation; in other\nwords, unique, as its nature\nrequires. This statement,\nwhich may seem obvious, is\na reference to the attempts\nto create a regulation and\/\nor agency that is particular\nto a specific Autonomous\nCommunity, which is pointless.\u00a0\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Does your party consider space as a strategic\nsector and that the investments in that sector are\nbeneficial to society?<\/h6>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tAs an R&D intensive sector\nthat leads to a high degree\nof technology transfer to\nother sectors, it is a strategic\nsector for our economy, to\nwhich we must add that\nits jobs are of high quality,\nwith a level of university\ngraduates that exceeds 90%.\nThe aeronautical sector, in\naddition, exports 53%, and\nspace over 65%.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tAs a prerequisite, we believe it is\nfundamental to audit the Aerospace\nPERTE (Spain\u2019s Strategic Projects for\nEconomic Recovery and Transformation).\nIt is essential for transparency criteria\nto be applied to its management,\nespecially in light of the criticism brought\nforward in November of 2021 by the\nreport on the sector\u2019s multi-national\ncorporations which literally stated that\nthere exists a \u201clack of coordination and\nleadership among public institutions in\nthe management of European funds.\u201d\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tWe must help strengthen what is\nalready a strong industrial capacity in\nthe Spanish sector as one of the main\nprivate suppliers of ESA, with the goal of\nfostering private investment.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tAfter what has been a senseless\nprocess of disputes between the\ndifferent territories to choose its\nheadquarters, the first efforts must\nfocus on brining it online, overcoming\nthe hurdles that the personnel selection\nprocesses are facing. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

In such a highly technological and\nspecialized sector, it is necessary to\noptimize the public resources and\nthe availability of public resources\nto the private sector. If we share the\nstrategic goal when it comes to the\neconomic development and business\nopportunities that it implies, and we do\nso with an outlook of national security, it\nis the only possible approach.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

First and foremost, it is essential\nto develop the national capabilities\nfor space surveillance and tracking\n(SST), already partially implemented\nthrough the publication of the Covenant\nbetween the Ministry of Defense, the\nSecretariat General of Industry and\nSmall and Medium Businesses and\nthe CDTI, to coordinate the space\nsurveillance and tracking activities\n(BOE 216 of September 8, 2017). In any\ncase, the objective given our country\u2019s\nstructure should be to collaborate with\nother agencies through ESA.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tAt PSOE we have a firm commitment to\nscience and innovation in our country, as proven\nthroughout these years in the administration, with\na budget allocation to science and innovation\nthat is unprecedented in the history of Spain.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tAnd also, to the space sector and all the\nactivities that are part of the value chain of a\nsector that is strategic for our country, with\ngreat potential for our economy and our society.\nOne example of our clear commitment was the\nmodernization of the Law of Science, Innovation\nand Technology, where we introduced\nsomething that has been asked for years: the\ncreation of the Spanish Space Agency.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tThe Space Agency project is underway and\nthis commitment of the Spanish Government\nwith the sector is already showing results in\nterms of industrial framework and employment.\nFor example, we used to have the capacity to\ncomplete the cycle of design and manufacture\nof an aircraft, but we were still unable to\ncomplete the cycle of satellites, which is why\namong the challenges of the Aerospace\nPERTE, the development of a launch vehicle\nwas included. Right now we are already in the\nproject design phase with two major Spanish\ncompanies as part of this first stage. Once the\nproject is completed, we would become the first\nEuropean country to have our own technology\nto perform a launch. \n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tBecause of this, for this next term, at PSOE we\nhave great challenges that we need to face: \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tFirst, continuing the fulfillment and execution of\nthe Aerospace PERTE, which seeks to turn our\ncountry\u2019s aerospace industry into a key player in\nthe face of the new challenges and opportunities\nthat come with the great transformations\nplanned for the sector, where space is one of its\nmain pillars. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tSecond, enacting a Law of Space, which will\nperform operations and develop applications\nin the celestial domain that will have an effect\non the wellbeing and autonomy of our society.\nWith this new framework we would position our\ncountry in an even more favorable place for\nadvancing the space industry and attracting\nforeign investment.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tPresident of Government Pedro S\u00e1nchez has\nembraced this sector as a true national project,\nstating the importance of addressing its needs\nwith sights on positioning Spain as a European\npower within the space sector.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tThe aerospace sector has an impact\non our lives every day. Every one of\nus use some 200 satellites each day\nthrough GPS, radio, television, weather\napps, etc. The aerospace sector\nprovides us with information about the\nthings that are taking place on Earth\nso that we make decisions and save\nlives, as was the case with the La Palma\nvolcano eruption. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tIt also helps us prevent\nfires and fight the consequences of\nclimate change. It helps us be a better\nand more prepared Spain.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tThe Spanish Space Agency will also\nhave the goal of bringing space closer to\nthe citizenry. Because of this, it will have\na Space and Society Office dedicated\nto fostering the work interests of young\npeople, especially women. We want to\nconvey to the citizens the impact space\nhas on our day to day.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

In this regard, we must highlight the\nmagnificent collaboration our country\nhas engaged in with ESA during\nthe last few years, since PSOE took\noffice. After the 2019 ESA Ministerial\nCouncil, we committed to allocate\n1.5 billion euros during five years. We\nhave increased our contribution to the\nagency by 20% in the 2023 General\nBudget, up to 300 million euros.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tHemos aumentado nuestra contribuci\u00f3n a la Agencia un 20% en los Presupuestos Generales para 2023, hasta los 300 millones de euros. Y, por tanto, desde 2019 la hemos incrementado un 50%, situ\u00e1ndonos como el cuarto pa\u00eds en la Uni\u00f3n Europea en contribuci\u00f3n a la Agencia. \n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tThis means that, since 2019, we have\nincreased it by 50%, making us the\nfourth highest-contributing country of\nESA in the European Union.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tIt is important to point out that\nthis contribution includes a return\ncoefficient that returns opportunities\nto our country and our industry.\nThanks to this, we have succeeded in\nputting Spain in a leadership position\nin the ARRAKIHS program, with a\nbudget of approximately 200 million\neuros the first ESA mission to be\nled by Spain. We have also managed\nto help our companies take part\nof major projects across the globe,\nas is the case of the GMV Spanish\ncompany, which has been awarded\na navigation related Australian\ncontract. And, after 30 years, we have\ntwo new Spanish astronauts in ESA:\nSara and Pablo. All of this is thanks to\nour contribution to ESA. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tThe Spanish Space Agency is\nalready up and running thanks to\nthis government. For more than\n20 years, this country pursued the\ngoal of having a space agency, and\nhad been unsuccessful until now.\nCreating a state agency usually\ntakes years, and in this case, it has\nbeen a matter of months. \n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tIt is a\nmilestone for our country to count\nwith this Space Agency that, from\nSeville, will represent us before the\nrest of the world and contribute\nto generating a new sustainable\nprosperity in all regions of Spain.\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tThe Ruling Council of the Spanish\nSpace Agency is composed of\nrepresentatives from several\nministries. This broad interministerial\ncomposition of the\nAgency stems from the crosscutting\nnature of the activities\nand services we offer in the\nrealm of space, which involve\ndifferent fields such as security,\ndefense, Earth observation,\nmeteorology, geopositioning and\ncommunications. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tThe Agency will\nunify all of these space policies and\neffectively coordinate all of these\nservices and activities in order to\nguarantee the strategic actions\nof the Government of Spain in\nthe realm of space. The Spanish\nSpace Agency will be responsible\nfor managing a volume of projects\nequivalent to a budget of around\n700 million euros per year. \n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tAt the Agency, we will execute\nimportant projects for the\ndevelopment of space technology,\nwhich is fundamental in the\npreservation and protection of\nthe planet, defense, security and\ncommunications. This Agency\nwill also act as a liaison with both\nthe European Space Agency and\nthe rest of the space agencies, such as NASA. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tIn addition, it will\nbecome a nexus for public-private\npartnerships, supporting the\nexisting space sector and fostering\nthe creation of new companies\nin the realm of space across the\nentire Spanish territory. With this,\nthe government aims to make\nsure that not a single bit of talent\nin our country goes to waste,\nwhich will be managed by the\nagency. \n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

\n\t\t\t\t\t\t\t\t\tWe therefore aspire to\ncontinue on this path, without\ntaking one step back in this shift\nof production model that has\ngiven such great results for our\neconomy in today\u2019s crisis context. \n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Last May, Spain joined the\nArtemis program of NASA and\nother agencies, such as the European\nSpace Agency, Japan Aerospace\nExploration Agency and the\nCanadian Space Agency, to return\nto the moon and prepare for a\nfuture crewed trip to Mars. A few\ndays ago we signed a MoU with\nSwitzerland which, among other\nthings, intends to foster collaboration\nin the space sector. Therefore,\nat PSOE we believe it is paramount\nto work closely with other international\nagencies in different space\ncooperation projects and focus\non expanding the scientific and\ntechnological cooperation. \t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tThis is\nthe reason why we are committed\nto having our own Spanish Space\nAgency that has a long-term vision\nand continues growing our importance\nin the international landscape,\nwhich is something that Spain\nis so far accomplishing. \n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
\n\t\t\t\t
\n\t\t\t\t\t\t\t\t\tThrough the Presidency of the\nEU Council, multilateral collaboration\nin the space sector will be\nstrengthened. In Seville, during\nSpace Week from November 6 to\n10, among other things, a top-level\nmeeting will be held between the\nEuropean Union and Ibero-American\ncountries.\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
